SWIPCO is governed by a 17 member Policy Council consisting of one supervisor from each county board, six citizens who are appointed by the county boards and three that are selected by the Council. Business Loans
Revolving Loan Fund

Southwest Iowa Planning Council established the business Revolving Loan Fund in 2009 to assist new and existing businesses  in Cass, Fremont, Harrison, Montgomery, and Page Counties create and retain jobs.  These RLF dollars may be used in conjunction with local lenders, to provide gap financing, or to serve businesses that have been turned down from a financial institution.

Guidelines

  1. New or expanding business in Cass, Fremont, Harrison, Montgomery, or Page Counties, Iowa
  2. Ability to create or retain jobs
  3. Must demonstrate the need for gap financing, or have been declined by a financial institution
  4. Applicant proposal will support and enhance the regional economy
  5. Applicant must contribute 10% of the total project cost in cash

Step 1: Complete an application and return it to SWIPCO.  SWIPCO staff evaluates application for completeness.

Step 2: The completed application is forwarded to the Revolving Loan Fund (RLF) Board for review at their monthly meeting.  Applications are reviewed the month following submission.

Step 3:  The RLF board meeting is on the last Friday of each month.  The board evaluates the application and approves or denies the loan.

Step 4: SWIPCO acts on the RLF Board’s recommendation.

Step 5: Approved applicants begin the loan closing process.  This includes preparation of the loan closing documents and scheduling of a loan closing date.
